Will Senate Health Reform Proposal Raise Costs, Taxes, and Lower Quality?
Senator Kay Bailey Hutchison claimed in an ad that "Everything about [the Senate Democrats Health Care Reform Proposal] is going to raise costs, raise taxes and lower the quality of health care."
The Congressional Budget Office (independent agency whose estimates for pending legislation are considered nonpartisan and rigorous) projects that under the Senate's health care plan, most of the insured people would see their premiums drop slightly by 2016.
Most people (about 75 %) won't see any additional tax increases. Furthermore, a large number of taxpayers — those who make up to 400 percent of the poverty level — will get a tax credit from the government to buy health insurance. These individuals, will not get a tax increase, and will also get a material benefit from the plan.
The Senate plan includes features intended to enhance quality of care, such as pilot programs to reward doctors for improving patients' outcomes and to curb unnecessary medical tests.
